Evaluation substance abuse services in Eldorado Park

In June 2014, the Gauteng Department of Social Development commissioned The Community Agency for Social Enquiry (CASE) to capture and analyse data that was collected earlier by the Local Drug Action Committee (LDAC) in Eldorado Park. The data was collected in a research project aimed at evaluating substance abuse services in the Eldorado Park community. The study found that residents of Eldorado Park perceive that there was a very serious substance abuse problem in their community. The most commonly abused substances were dagga, alcohol and nyaope. Awareness of services available to assist with substance abuse and other social ills was unsatisfactorily low.

Monitoring and Evaluation advisory services for the Merseta project

Support to building the Monitoring and Evaluation capacity of the merSETA. This project is commissioned by National Treasury’s Government Technical Advisory Centre (GTAC), to provide technical advice to the Manufacturing and Engineering Related Services Sector Education and Training Authority (merSETA) on improving monitoring and evaluation of organizational performance and skills development interventions. The purpose of this project is (i) to improve the merSETA’s capability to monitor, report on and evaluate its performance in relation to its operations as well as its skills development interventions; (ii) to improve the merSETA’s use of its M&E tools for decision making and planning purposes; and (iii) strengthen its use of M&E to provide improved information on the skills development results and achievements of the merSETA and the impacts thereof. GTAC has contracted CASE to undertake this assignment and key activities include:
Developing a strategy for Monitoring and Evaluation (M&E) for operational performance and skills development implementation which will become policy;
Develop performance information monitoring, reporting and evaluation procedures, business processes and support merSETA’s implementation there-of; and
Facilitate capacity building to staff, management and other merSETA stakeholders
The project commenced in July 2014 and will end in August 2015.

Mid-term review of the Nowergian People’s Aid South African programme (SAP) and the Southern African Regional programme (SARP)

This project entailed undertaking a mid-term review of the partnership that the Norwegian Peoples Aid has with eight organisations, viz. Workers World Media Productions (WWMP), Trust for Community Outreach and Education (TCOE) and Alternative Information Development Centre (AIDC), Action Support centre (ASC), Crisis in Zimbabwe Coalition, Right 2 Know (R2K), Southern Cape Land Committee (SCLC), and Youth Initiative for Democracy in Zimbabwe Trust (YIDEZ). This evaluation was commissioned at the beginning of July 2014 and was completed at the end of September 2014. The review looked at the effectiveness of the organisations supported; the extent of NPA contribution to build these organisations’ organisational and political capacity; a review the results achieved and effectiveness; progress in advocacy and policy/political work and their political posture and relevance; how the partners monitor and communicate their work; and the extent to which gender and youth dimensions had been addressed and incorporated by partner organisations in their respective programme.Methodology employed included a review of the NPA’s 2012-2013 SAP and SARP documents (work plan, reports), and the work of partner organisations both in respect of their mandate and various programmes, and contract arrangements with the NPA; in-depth interviews with directors of each partner organisation and other staff members; ad in-depth interviews with community leaders of beneficiary organisations, and attendance of meetings with beneficiary organisations and community leaders.

School Reporter Survey

In October 2012, Corruption Watch (CW) appointed the Community Agency for Social Enquiry (C A S E) to conduct a baseline satisfaction survey of members of the community who had reported incidents of corruption since CW’s inception in January 2012. The main objective of the baseline study was to better understand the reporters’ experiences and expectations of reporting to CW and to obtain feedback on the incident reporting tool utilised. CW enables the public to report incidents of corruption through the website, by SMS, email, phone, fax, walk-in or referrals from other institutions. In October 2013, CASE was appointed again by CW to conduct a follow-up survey of reporters (220 telephonic interviews nationwide) who have reported incidents of corruption between September 2012 and September 2013. As in the baseline survey, the objective of the survey was to better understand the reporters’ experience of CW, obtain feedback on the reporting tools utilised and investigate reporters understanding about the role, mandate and
programmatic focus of the organisation. In this study, some comparison with the baseline study was conducted to measure any changes in the satisfaction of reporters.

Elections 2014

The project wishes to research the factors that influence the participation of poorer South Africans in the 2014 elections. Part of this is about the continuing role played by fear, intimidation and intolerance in electoral politics in South Africa. By enhancing the sensitivity of political parties, and other role players, to the factors affecting their participation it aims to optimise the potential for full and free participation by poorer voters in elections.

Pre-trial consultation by prosecutors with State Witnesses and/or Victims

CASE is commissioned by the NPA to conduct research regarding the level of pre-trial consultation by prosecutors with state witnesses and/or victims. The NPA's Service Level Improvement Plan (SDIP) for 2012/2015 specifies that 2011/12 pre-trial consultation with witnesses and/or victims was at 76% and that the target standard for this activity for 2013/14 is 79%. The 2012/15 SDIP further states that the level of witnesses being informed of their rights, court process and progress and outcome of the case during consultation with the prosecutor is at 64.8%. It lists the target for this activity at 70%. The specific objective of the survey is to determine if these targets have been met and to determine to what level these services are being delivered to state witnesses and/or victims of crime. The survey is being conducted with witnesses and/or victims at High, Regional and District Courts in Gauteng, KwaZulu/Natal and the Northern Cape. A purposive sample was drawn using geographic and demograpgic diversity by the NPA.

A compliance with service delivery standards survey - 2014

In January 2014, the Public Protector's (PP) Office commissioned the Community Agency for Social Enquiry (C A S E) to conduct a survey to assess the PP Officials' level of compliance to service delivery standards, to people who had used the services of the Public Protector. One thousand telephonic interviews were conducted with complainants whose cases were investigated and finalised during the 2012/13 financial year.

Comparing data collection methodology for SMMEs

C A S E was commissioned by the Oxford University where a comparison is being undertaken of paper based, electronic and telephonic data collection methods. Entrepreneurial data from small business is being collected.

Evaluation of A Pilot: Health Services Community Based Monitoring Project

This project is an evaluation study of the community based monitoring project that is currently being piloted in the five districts of Amatole, Bojanala, Fezile Dabi, Francis Bard, and Ugu. The community based evaluation project seeks to promote community involvement and participation to attain a responsive and functioning public health system. To achieve this, the project seeks to provide regular and systematic information about community needs in relation to health; to provide feedback on any gaps and deficiencies in services and levels of community satisfaction (using communities' own yardsticks and those developed by the Office of Standards Compliance as well as the Health Information System indicators) so as to facilitate corrective action in a framework of accountability community. This study evaluates the community based monitoring project pilot on the 5 pilot districts to inform scaling up the intervention and optimising its implementation in 4 additional districts. The evaluation seeks to answer, among others, questions relating to the capacity needs of the general public and various committees to effectively monitor health services and the extent to which the intervention facilitated enhanced communication between the community members and the health services.
